The CZMU has embedded stakeholder input into the development of the proposed coastal protection works. By conducting multiple consultations, the project team has been able to identify community concerns and preferences, leading to design modifications that better align with local needs and priorities.

Stakeholder consultation is an ongoing process which will continue as the CZMU seeks to execute the five proposed construction projects. The table below shows the estimated start dates and durations for the construction projects under the CRS-ICZM programme. This information is our best current understanding of the timings for the various activities but is subject to change.

The Environmental and Social Management Plans
The Environmental and Social Management Plans (ESMPs) are dynamic documents developed for the proposed works present the guidelines necessary to direct the environmental and social management and occupational health and safety of the Project, including, but not limited to:
- The different environmental and social plans or programs that will comply with the environmental, social and health and safety requirements that are necessary to carry out the activities of the project works, complying with the policies and regulations of both the IDB and the national government,
- Institutional obligations and responsibilities for the elaboration and implementation of the required measures,
- Description of the environmental and social monitoring plan in the construction, operation, closure and post-closure stages of the project, identifying the expected results, the parameters to be measured, the places of measurement, the methods and tools used and the periods/frequency in which the measurements will be made, the costs, and the responsible institutions,
- Implementation schedule of each of the proposed measures, define responsibilities and reference budget.

Earlier Phases of Stakeholder Consultation
Stage 1 (2016 - 2022)
Round 1
A series of meetings with local residents, businesses and strategic partners. These meetings were informally structured with the intention to listen to stakeholders and gather input, rather than proposing solutions. Surveys and beach counts were also conducted to understand needs of beach users, residents and commercial entities in the various areas.
Round 2
The goal of this phase was to show the public some of the concepts/alternatives that had been developed and to then gather further feedback.
Round 3
The preferred alternatives were then introduced in a townhall meeting and the different elements were described. Feedback from the public was received to tweak the existing designs.
